What is the Self-Employed Occupation Permit in Mauritius?
The Self-Employed Occupation Permit (Self-Employed OP) is a residence and work permit issued by the Mauritian authorities to foreign nationals who carry out an independent professional activity in Mauritius, without setting up a formal company. It allows you to live and work legally on the island as a freelancer or self-employed professional.
Unlike the Investor Occupation Permit, which requires incorporating a company, the Self-Employed OP is designed for people who work independently, often with international clients, without needing a complex legal structure in Mauritius.
It is the permit that suits many profiles: remote workers, independent consultants, coaches, content creators, and service providers who want to establish legal residency in Mauritius.
Who is the Self-Employed Occupation Permit for?
The Self-Employed OP is for you if you match one of these profiles:
- You carry out a freelance or consulting activity on a self-employed basis
- You work with clients abroad (France, Europe, internationally) and also in Mauritius
- You do not want to hire employees to support your activity
- You are looking for stable, legal residency in Mauritius beyond a tourist visa
This is not the right permit if you are creating and running a company in Mauritius (in that case, the Investor Occupation Permit is more appropriate) or if your activity involves local employment (in that case, the Professional Occupation Permit applies).

Self-Employed Occupation Permit conditions in 2026
Since the Finance Act 2026, the conditions for the Self-Employed OP have been revised. Here is what you need to know.
Initial investment
The initial investment threshold is set at USD 50,000. This amount must be transferred to Mauritius and documented to evidence the reality of your establishment and activity.
Performance criteria at renewal
This is the key change introduced by the Finance Act 2026. At renewal, the EDB will assess the actual performance of your activity:
- At year 3: a minimum annual turnover of MUR 2 million (approximately EUR 37,700)
- At year 5: a minimum annual turnover of MUR 3 million (approximately EUR 56,600)
Indicative rate: 1 EUR = approximately 53 MUR at the time of publication.
These criteria change the picture significantly: the Self-Employed OP is no longer suited to a symbolic or dormant activity. Your activity must generate real income from the early years. This is something to plan for seriously in your projections before submitting your application.
Nature of the activity
The activity must be carried out on a personal and independent basis. You must register as self-employed with the Registrar of Mauritius — it is a mandatory requirement to operate legally.
The activities most commonly approved under this permit are consulting, coaching, training, intellectual services, and digital services. For more specific or regulated activities, it is important to verify eligibility beforehand.
For technical questions specific to your accounting or tax situation, I can refer to my trusted Mauritian accountant to get the most accurate answers.
The application file: what you need to know
Without going into the full list of required documents (the exact list evolves and depends on your personal situation), here are the key elements that make up a Self-Employed OP application:
- Identity and civil status documents (passport, birth certificates for dependants)
- Proof of your independent activity (contracts, engagement letters or letters of intent from foreign and Mauritian companies)
- Evidence of income and the minimum required funds
- A clear description of your activity and business model
- A degree or qualification in the field you intend to practice
The consistency between your profile, your activity, and your revenue projections is the most underestimated element. The EDB does not simply validate a figure: it analyses the overall credibility of the file. An application that is too vague about the nature of the activity or the reality of the income is the primary cause of delays or refusals.
Processing times and the EDB process
The Self-Employed OP application is submitted to the EDB (Economic Development Board), the government body that centralises all permit applications in Mauritius.
Officially announced processing times are in the range of 2 to 4 months once a complete file has been submitted. In practice, processing can vary depending on the time of year and the completeness of the application. An incomplete or poorly prepared file significantly extends processing times and can trigger requests for additional documents.
You should also factor in the time needed to gather supporting documents, particularly if some need to be obtained from France (civil status documents, duplicate degree certificates).
Why work with a specialist?
On paper, the conditions look accessible. In practice, many applicants get stuck on points they had not anticipated: how to describe their activity in the application, how to document their income, or simply understanding exactly what the EDB expects.
I have been supporting freelancers and independent professionals through their Self-Employed OP applications for several years. What I consistently observe: applications that run into problems are almost never rejected on substantive grounds, but on presentation, consistency, or procedural points that nobody explains to you in advance.
What you gain by working with me:
- Full end-to-end support, from building your file to obtaining your permit
- Access to a dedicated step-by-step Notion workspace for your permit type
- Drafting of your business plan and preparation of your financial statements in the Mauritian accounting format expected by the EDB, based on a model validated across multiple client files
- Coordination of your application with the EDB
- Follow-up through to the issuance of your permit
The Self-Employed Occupation Permit accompaniment is offered at EUR 1,500. The issuance of the permit remains at the discretion of the Mauritian authorities (EDB and PIO). This is why the final 30% (EUR 450) is only invoiced upon obtaining your permit: if the permit is not issued, this instalment is not due. That is my commitment to you.
Payment is structured in 3 instalments:
- 35% upon signing (EUR 525): launch of the accompaniment, access to the Notion workspace, start of file preparation
- 35% upon submission (EUR 525): once your complete file has been submitted to the EDB
- 30% upon permit issuance (EUR 450): success fee invoiced only if the permit is issued
Do you have dependants (spouse, children) to include in the application? A dependant fee of EUR 150 per person applies, to cover the coordination of the additional documents required for their Dependent Permit applications.
